I think you are misunderstanding "true reservoir". This isn't a lake. This a small concrete storage area surrounded by a fence. The guy actually climbed the fence to access the pool of water. This is larger than a swimming pool, but not by much.

Nope, this is a true reservoir, not a lake. This is where they store the treated water. It is kind of stupid to have this be open, but there aren't a ton of animals and critters. This is sterilized drinking water in a giant cement structure.

What is the big deal? They just dumped this back into the river. It isn't as if there is a shortage of water in Oregon. The Bull Run river(where the water in Portland comes from) produces 8 million gallons of water in 60 seconds.
