Yeah, a lot of the cable companies are doing this because most heavy downloaders are downloading video(either illegally or legally). They don't want people to forgo their cable service, so they implement this clause.

I think you are misunderstanding "true reservoir". This isn't a lake. This a small concrete storage area surrounded by a fence. The guy actually climbed the fence to access the pool of water. This is larger than a swimming pool, but not by much.

Nope, this is a true reservoir, not a lake. This is where they store the treated water. It is kind of stupid to have this be open, but there aren't a ton of animals and critters. This is sterilized drinking water in a giant cement structure.

What is the big deal? They just dumped this back into the river. It isn't as if there is a shortage of water in Oregon. The Bull Run river(where the water in Portland comes from) produces 8 million gallons of water in 60 seconds.
