I'm not a typographer, but I've never seen a font that purposefully re-uses the designs for the foot and inch tickmarks as the opening and closing single and double quotation marks. If such a font exists, it's must be designed by a font designer to make the work of others look amateurish.

Minus 50 points for each time they used the inch tickmarks instead of proper curly quotation marks.
