Regeneration doesn't just fix damage, it changes every single cell. If it was just a repair, it wouldn't cause such huge changes in appearance. It's an entirely new body.

I can always tell who's not following the show, or who stopped with the classic series and never really got behind the scenes to learn about the characters, by what they call him in print. "Dr. Who" is even worse.
