I mean, to be perfectly fair, this trilogy started before Marvel started doing all the multiverse stuff so they couldn’t really have predicted that Marvel would run the concept into the ground before they ever got into the bulk of the wacky plot they were planning.

I can only speak from the perspective of a solo dev, but there are instances where 3D is simply much more... malleable than 2d. It’s not always a matter of budget. You can make some real neat stuff in 2D art but it’s often limited by their nature of being mostly static images. You can’t dynamically change the textures

I’ve just come to see it as: “Legendary” Pokemon are “Legendary” in the same sense as a “Legendary” piece of equipment in any other RPG. Just a term to indicate it’s the highest level in terms of rarity and power.
