It's already illegal. California law w/r/t screen use in cars defines what's allowable, rather than what isn't, and Glass doesn't meet the standard because it's not physically installed in the car and it's doesn't selectively disable functionality based on whether or not the car's going.

Actually, you do have to take your eye off the road to look at Glass. So yeah, it's the same as using your phone as GPS, which you really shouldn't do unless you've got a mount for it on the dash.
