It's a valid measurement... when dealing with certain racing series :P Serious though, I would think the average consumer would be more interested in HP/MPG. Personally, I like HP/External engine size, as I think that's more relevant to road cars than HP/L, and I don't particularly care about MPG in most cars I buy.
