The article you linked to already lists several errors in the book - the thing about Ackbar is just one more. There’s no post-EU-purge source for that, and Ackbar has never been an engineer in canon sources (Clone Wars and ROTJ).

I gotta say, to me the Quantum organization always did feel like a slow burn set-up for SPECTRE, even before learning that it specifically was since they didn’t have rights to the name at the time. Silva portrayed himself as more of a tech-mercenary for hire. No explicit connections to Quantum/SPECTRE but Skyfall

Prady worked with Jim Henson on a handful of muppet productions in the late 80s/early 90s. I’m no fan of BBT but he got his start with Henson productions. There are probably worse producers to have.
