The law probably didn't consider that. At least in America we have laws like that all the time (a law gets passed but fails to consider potential reasons that should be exempt from it).

I never really get the outrage over things like this. Dead people I mean. A corpse is a thing, why do people feel so attached to their bodies after they're dead. I mean it's shitty of the family I guess but in the end their daughter (whether they want to admit she is or not) is dead. It's just a corpse.
