Yes and no. In the US threats aren't protected speech. So you don't have the right to threaten someone (in the US at least and I assume similar in the UK). Really? Until I read about it here (this site not this article) I hadn't heard the term itself used in that way. I've heard people apply it that way (i.e. those (chose some slur for some disenfranchised group) are all thugs) but not in that the word itself should only be applied to one group of people.
