Not sure why everyone is debating the term malware. What difference does that make to the argument. If law enforcement has probable cause or a warrant, they should be able to use software to pinpoint and gather evidence against a user.

There have been a few pilot programs like this and they have shown success. I would like to see more of them rolled out myself.

It seems that the largest barrier to some of these innovative programs is that people are opposed to spend money on people. They somehow see it is a reward or incentive to remain in the condition they are in. For example. It may cost the taxpayer (making up numbers here) $100 to put a homeless person in a facility…
