Huge pressure from above on the local cops. Higher ups want the case wrapped up within days, and that's what they're going to get. Maybe there's some deterrent value in a conviction even if the accused is innocent, but too bad about the guilty going completely unpunished.

I don't want to rain on anybody's parade, and I don't have any knowledge of this particular case, but the swiftness of Indian justice often depends on arresting someone pretty much at random and whooping the shit out of him until he confesses to whatever you tell him.
