DC also doesn’t seem terribly interested in digitizing their deep catalogue back-issues that aren’t part of an existing TPB collection. So a lot of 1-off issues or not-important/popular-enough-to-merit-a-TPB runs aren’t even in digital format.
This appears to be Image/IDW/Valiant/etc’s way of building their own Marvel Unlimited-like service without needing to build their own infrastructure.
