The new AppleTV and New iPad haven't been jailbroken yet.

I ordered the PC collector's edition from Newegg and they show that they haven't even shipped it yet. I've always loved Newegg, but I doubt I will ever pre-order anything from them again.

I think that a lot of players in the industry are testing out new strategies as they figure out how to best utilize DLC to not only make money, but to grow their fan base (and hopefully make more money in the future). There aren't really any advantages to getting it for steam over GOG. I'd go with whatever distributor you want to support with your dollar. I like valve and the GOG people, so I don't think you can go wrong either way. Whatever you end up choosing, I'm sure you'll enjoy the game.
