Yes, and they're paid by transaction fees. Currently a block nets 25 Bitcoin from mining and about 0.2 Bitcoin from transaction fees. If Bitcoin continues, and acceptance spreads, the transaction fees will over time rise to replace the mining fee as it reduces and (eventually, 120 years from now) is eliminated.
If you include the cost of the mining hardware, you're likely correct. However, if you have a dedicated Bitcoin miner, and if you consider that a sunk cost at this point, we're nowhere near the cutoff where the cost of mining (electricity) outweighs the income.
