The program has defined the 3F (Navy IOC) configuration as “full capability” for the SDD phase. The plan seems to be switch production for all services over to block

Note that the Marines are to be the first service to go live with the F-35 later this year. The are accepting aircraft that have less in the way of mission systems capability than the other services in order to speed up the transition.
