It kind of depends on the period of time in which the asylum was built. In the 19th century, pipes were made out of tin or wrought iron. Copper pipes weren't used until after WWI and considering the budget for most of these places, I doubt many of them did any updating of their plumbing system.

Perhaps it's because I had just rewatched Susan's exit earlier this week, whom he alludes to, and on top of that he's shouting at a gigantic planet god that they all called "Grandfather" about the things he's lost that it'd never understand and something clicked for me.
