No, I'm aware that the ruling =/= guilt. But you just said yourself the death was caused by another person. As in, the coroner's report confirmed that it was the chokehold that killed Garner, as opposed to, say, a pre-existing condition.
If I remember right, wasn't Garner yelling "I can't breathe" as he was being withheld strangled? Didn't the coroner rule it a homicide?
