Hydrogen takes energy to extract, it doesn't exist by itself in nature so you need to split it from water or other compounds. That requires energy which has to come from somewhere, usually electricity from a power plant.

Then your premise is flawed. It is much easier to control emissions and reduce pollution from a smaller number of power plants than from a much larger number of tail pipes.
