Laws are complex, there are some places where even simulated gambling without any actual money involved would still be illegal. And in others, there are additional age verification requirements, taxes, licenses, etc.
I suspect it’s not a low risk. With people arguing about things that ride the line between gambling and not and the nuances of it, Rockstar slapping a literal casino into the game wouldn’t have much of an argument to say it’s not gambling in a video game.
