I’d take it a step farther: they also have to make the Top 3 with at least 1 kill in at least as many matches as got flagged.
This, I really don’t understand why it’s not like that for all game. These people re-buy the game immediately after being banned. Playing against other cheaters may take some time to realize (unless it’s instant one shot from the other side of the map).

As others have said, that can’t happen for legal / licensing reasons. If you don’t mind it the different markings you can pick up one of the early 2000's Bandai reissues for fairly reasonable $$. Or if you want to go off the deep end check out all the Yamato / Arcadia or the new Bandai 1:48 versions.
The new Macross ones are cheaper but different paint job. I believe Jetfire’s head is same as the Skull Leader version.
