They are character, I believe. I reached level 6 with new monarchy, and had to speed grind Mars like a maniac to do so, but I managed to get 4 of their legendary gear pieces (they give a random legendary upon each rank 3 and above).

Yes, the bank is shared across characters. I end up sharding all the epics I find for other classes because I have no interest in playing as anything but Titan, but if whatever you put in the bank can be accessed by any character you have.
