You're both wrong. It makes the cost of the service the customer is connected to go up. i.e. Netflix has to raise prices to cover the additional fees they have to pay to your ISP in addition to what they already pay to their ISP in order for them to deliver content to you.

On a corporate network that's true, however on an internet subscriber line, If the Subscriber is paying for the fastest connection to another server(subscriber), they should get the fastest connection available between the two levels.

Then you wouldn't mind if your tap wouldn't turn on when you were trying to make your morning coffee because the coffee manufacturer didn't pay a fee to the utility company. Or if electricity was prioritized to work on brand names of appliances that your neighbors have over yours.
