That isn't a law limiting laser power, it is a law specifying how you label a laser depending on it's intended purpose and power. The Law applies to manufacturers. If you make it yourself or modify one it is perfectly legal to own and operate.

Driving is not social. Drivers are. Do you consider moving at a legal speed, observing right-of-way, and the rest of textbook driving rules to be "driving like an Idiot"? Every example you list are things that do not require you to yield, so why would an automated vehicle?

What if you convinced them that chemtrails were real and gave them a laser, then turned them in for doing it, would you get the reward or would you be held liable? Would they get suspicious after you turned in 20-30 people?
