Not necessarily. Look at ME2's DLC. It was not the endgame of the series and it added more depth to the universe. Also, Undead Nightmare for RDR. That was a fantastic piece of DLC and, while it didn't add anything to the true story, it created a new one that was incredibly fun and interesting.
