Well, they can classify it however they wish to. The point is: people didn't get their level to 50 and want what those who did level to 50 received. That's all this really boils down to.

I agree that their saying 'loyal' meant having a character that was level 50 is a bit off-putting, however if one can look past that, this is essentially just a reward for having a level 50 character and nothing more.
