As someone who only owns a PS4, I suppose it's better that it's at least on PC but XB1 owners should have access to it day 1 just like PS4. It would suck to buy a console and then one of your favorite series just straight up not come to it, that used to be miltiplat. Hope it's just a timed exclusive.

I'd actually say it has less to do with specs, and more to do with your preferred playstyle. Do you enjoy using Keyboard/Mouse for your shooters? Or are you more of a twin thumbstick kinda person?
