Well, to split hairs, OBs recommend waiting for active labor because they don't want to admit you to the L&D ward yet (need to rule out prodromal/ "false" labor). Once you're officially admitted to the hospital (and committed to labor), they're all about the epidural.

The Wikipedia article you linked to is excellent, thank you. Some of the references for the risks listed, though, are not great articles, especially the one regarding delayed breastfeeding. Risk of inadequate analagesia, also, is far less than 20-20% percent.
