Pretty sure it's set in a time after Halo 4. Just because it's within Halo 2 that doesn't mean it takes place during that time. In fact there's no way it could because the Arbiter and Elites at that time would kill any human on sight. This is just a cutscene meant to connect past Halos with the future.

Exactly. The statistics would shock most in terms of the poor and how many of them have cable, multiple televisions, internet, computers, etc. Which I have no issue with because in America's society those are pretty basic needs.
