Some police do that. That is an issue that has roots in more than just insufficient training... things like these shooters make it an even worse issue.

How do you know he is not an imminent threat? You assume a lot of information you would not have. Are remote explosives not a possibility in your world? Or outside assistance?

Any threat that would result in loss of life outside of the killer. If they want to kill others, they should be prepared to be killed in return if necessary.

Gee, run the risk of the explosives being real and the killer using them to kill more people... or eliminate the threat before that can happen.
