The lone odd-colored pixels are almost certainly the work of software, not the person with too much time previously referred to as an artist. They loaded the program in a graphics program, and had it automatically reduce the color depth to match the limited palette they have to work with.

I don’t think pixel art necessarily needs to be about economy. There can be maximalist pixel art. The hand placement of individual pixels is the differentiator.
