If all of these villians were vying to be the big villian in the end, I'd agree with you. Or if this was a movie, . But this is like a multi story arc run of the comic, with a couple of issues dedicated to other villains doing their thing and getting in the way of the main story.

Please. Hawkeye would take him in a straight up fight. The only thing Cable's got going for him is he's like a mini batman crossed with Wolverine. Give him prep time, and he pulls off crazy stunts. And he's tenaciously hard to put down.

When the game first came out Vanu's rank and file weapons were hilarious underpowered. You could never kill ANYONE. Then suddenly, one day, there was a patch and lo and behold, we were suddenly getting kills with our rifles! And it was glorious!
