It's becoming an epidemic around where I live. There are a bunch of highly modded jeeps and trucks, that all spend more time in the wash bay than they do off road. The most serious thing people use them for is a bit of snow.

That is very true. And for us at least, we will sell a car before PDI, it just can't be delivered. Most likely it had some damage from the transport. Or they wanted time to study the market to see where other dealers were selling them.
These vehicles will most likely always have a mark-up. The problem is build quantity. It isn't usually "Hey, this thing is bad ass so lets sell it for a ridiculous amount because people will pay it." (Although this does happen).
Most likely it needed to go through the standard new vehicle inspection process, or the vehicle was damaged in some way during transit.
I've also wondered about the legality of a manufacturer denying a sale to a customer. I didn't think they were allowed to interfere with dealership operations. I know plenty of people have lost their minds in the dealership after being told they were on the exporter list.

Working for a dealer, I can tell you that the public gets information way before we do. We had people coming in with spec sheets and info on the 2015 Mustang before we had even received a dealer packet. I was the go-to guy because I read this website and knew where to find the information.

This is the truth. Computer customers can be just as bad (having done both PC repair and car sales). Any problem, even a minor one, is either due to 1) a virus 2) Microsoft 3) Just "started happening"
You would be shocked at how many people get drawn in by this though. They really will give you $6,000 for your trade, no matter the condition... as long as you don't argue about the price of the vehicle you are buying. Or the warranty. Or the "appearance package" which consists of some pinstripes and door edge guards.
