My guess would be it was more about the amount of bodies they have enough supplies for rather then how much time was left to let people in. Same reasoning as to why they would close down the Metro, to assure there weren't too many people. Better to save a few and survive than many and everyone dies.

It will certainly appeal to huge fans of the books. I know for myself even if the game objectively is only decent, it would more than likely seem great to me because of the world it's set in.
