I think it was more in development stage- with the video he watches more of a marketing thing. As I said to houser on the other thread, it is far more conceivable to me that he got it through legitimate means than sneaking the box out from Oscorp. He doesn't have his back pack with him at any time in the building.

Fair enough on the buying with available funds, all they did is show him opening the sealed Oscorp box. (I'm pretty sure it was sealed.) I think it's far more of a stretch for it to be stolen though; he has nowhere to hide it while leaving the building. It was definitely clear that he didn't develop it himself…
