Ah. I'm not familiar at all with Cap's whole WWII story. Consider these questions a regular movie going person might ask if it is set in WWII again.

How would they keep it in the '40s? Cap was already brought forward to the current era in Cap I.

The tribes that I've read about don't live entirely under jungle canopy. They chop down trees/burn clearings in order to make a village. Their home area is essentially canopy-less. Some of their activities no doubt take place under the canopy, but it isn't months long spans of dim/no-light.

Yes, reading the article does help. However, his (or her) question is rather vague. The only actual date mentioned is March 6, 2012. While the movie is set to release some time in 2012, that could still very well be 1.5 years away. So while the March 6 date is well less than a year away. I suppose I did assume too…
