Its actually more about the time it takes to rewrite and test the engine / transmission / stability control / traction control software that a different transmission takes. Testing for corner cases in particular takes a lot of time and resources as it often needs to be done in the field. 

The biggest problem with used EVs (especially from dealers!) is that battery degradation is not well represented by mileage.

You would use solar to make fuel because it makes a lot of sense when used without connection to the grid and is cheap when a storage component isn't required (ie. industrial processing during the day).
