Not least the pit lane at Watkins is too short and too small for an F1 pit lane. You’d have to completely redesign the paddock and the pits to even get enough garages in. Possibly even change the track.
There is less than zero chance of Laguna being made to Grade 1. It’s sorely lacking in run off in several places already.
