I'm going to be cranky and say that this is just political theater. Nobody will avoid the 2018 games, despite some pretty poor treatment of LGBTs in ROK. The same countries' leaders didn't really peep about the Beijing games, and the CCP is far worse toward minorities than the West likes to admit.
