A sub is not educator. In most places subbing doesn't require a degree of any kind, let a lone a relevant one. Many (most?) districts are desperate for subs and have to take anyone who passes the background check.
You wouldn't even have to raise teacher salaries in this case. There's no indication that this woman was a certified teacher. A sub in NYC gets paid $154 a day. (Which is more than double what I get paid to sub and I am a certified teacher in an area with a much lower cost of living.)
