Tesla has a lot of learning to do. There’s a big reason why major automakers are no longer vertically integrated monsters that make every single component of their vehicles in house. There’s a reason why they don’t have 40 different platforms for each vehicle. It just isn’t sustainable.

It’s not just new powertrains, it’s also new cars and the variety of powertrains they have. Just because a motor is clean in one car, doesn’t mean it is in another. It can take months of work and testing to get a vehicle certified.
Modern cars are far cleaner, and modern emissions targets are not impossible to meet. Many modern gasoline engines don’t even have EGR anymore.
The NOx problem isn’t a byproduct of CO2 regulations. Diesel engines have always had high NOx, from the very beginning. Orders of magnitude higher than comparable gasoline engines. Thats why even big heavy trucks which generally aren’t constrained by CO2 limits still had high NOx.
