Yeah, the article didn't really frame this section right. The older Virginia class already had VLS tubes. What's new in the Block III is that they use Virginia Payload Modules (VPMs) which are modular and theoretically can be swapped to some future missile (ie. not a Tomahawk).

The VLS tubes were on the second batch of 688/Los Angles class SSNs as well.
