Plenty of apps out there now able to do it. My Galaxy S4 natively does it without an app. For calls hit dialer, menu, call settings, call rejection list. For text Go into that person's thread, hit menu, add to spam numbers. Done person can never contact you again from that number unless you remove it. Or use Google
