Not entirely. Power chords are just a one-five diad, so they’re missing what would make them major or minor (the third), but even the arrangement of the chords just goes from one major I/V progression to another. There’s not really a “minor” in there anywhere.

They’ve definitely changed the melody but that doesn’t mean they changed the key, which is what the article indicated.

Um...I don’t believe there are any minor chords in “Smells Like Teen Spirit.” It’s chromatic as hell, but it’s out of E major ad every chord is a major (E/A/G/C).
