That's an interesting point, VLockwood, but I don't think a straight-out population comparison is straightforward either. In fact, one reason I was so shocked at the prevalence of "blame-the-victim"-type attitudes in New Zealand is that it is such a progressive country in other respects.

Well, that's the thing. I think it takes a certain amount of empowerment and confidence to realize that we can change something. If people think they're the ones to blame, then they're not going to feel like they have the right to change anything.
