That’s definitely truer in the beginning, but I think there are some great action set pieces: Captain America: The Winter Soldier, for one. Also, Ant Man & The Wasp has some really crisp choreography. 

If I remember correctly, Terrence Howard was actually paid more to play Rhodey than RJD was to play Stark- he was definitely a risky hire still, because no one knew what was going to happen, if he would regress, etc.
