I review and redline contracts every day. Anyone that approve that provision needs a new job. I’d question if it is enforceable.

As someone in the Seattle area my advice is to be very sure that the tax breaks you are offering are worth it. It’s unlikely that the 50,000 jobs will be filled by current residents so you will have traffic issues as well as the well paid transplants pushing up housing prices.
