It would be more accurate to say that the more business they do, the more they spend. The are investing heavily into expanding their market and development of autonomous vehicles and the higher their revenue/valuation they more they can invest.
They are still a growing company which is chasing revenue over profit. Between autonomous vehicle development and expanding their service areas they can reap much larger returns in the long term by investing now. It’s why despite the losses their valuation keeps climbing, it is currently around $70 billion.
