Perhaps the unwelcome “guest” should make a criminal report of fraud by the hotel? He paid for a room and they did not provide either a room or a refund.

There may be factors we don’t know about here, like if he were excessively loud in the lobby, or walking around hand-waving while talking in a way that made it difficult for other guests, or became belligerent when asked to quiet down.

Somewhat similar here. From doing perhaps 1000 steps a day a year ago, I now do around 22,000 mixed walking and running on average, and never less than 20,000. My goal for 2019 is to do a 10k run every day, no exceptions, no excuses, and to bring my time down.
