pretty much all “sin taxes”, the blanket term for taxes designed to lower consumption of something ‘sinful’, end up with drastically less revenue than anyone predicts. The reason should be obvious - the taxes do what they’re supposed to, so people buy less, which means the tax revenue becomes dramatically less.

It was unclear which Portland this story was about until about halfway through. In the future, could you cite that it is Oregon upfront? Portland Maine is a far whiter city (91% to 71%), which lead me to extra confusion when you called it the whitest city in America...
