There is no 'bad design fuckup'. The review is overly critical of the game. The game is polished, and the core gameplay controls all feel good (except for the driving).

i think it could be this. The devs were "contacted" by the NSA and told to put in a back-door, they refused and blew up the project, or they feel bad about putting it in there in the first place and now are blowing it up to protect people, after the fact.
